Baseline Survey Consultant for the Sustainable Agriculture Programme for Associations in Nampula (PASANA)
Completed The Sustainable Agricultural Programme for Associations in Nampula (PASANA) is a joint initiative between CARE - Mozambique, CLUSA and OLIPA (a national NGO). PASANA is EC-funded, and runs from September 2000 to August 2003. The programme reflects the policy objectives of the Government of Mozambique's agricultural sector as expressed through PROAGRI (Sector-wide approach for agriculture): namely, the promotion of broad-based and sustainable agricultural growth, particularly amongst smallholders; and a sustained improvement in food security both at the household and national levels. PROAGRI is strongly supported by the EC and DFID amongst other donor agencies. In contributing to these Government of Mozambique objectives, PASANA aims specifically to target the sustainable improvement in food security amongst 11,000 smallholder households in three districts of Nampula Province, primarily through four main interventions: - strengthen of community organisations, - improve access to input and output markets, - enhance cost-effective and sustainable extension systems, and - improve farmers and associations financial and management skills. The food security objective, as supported by these intervention strategies, builds on the existing work of CARE and CLUSA in Nampula Province since 1994, and will be achieved through close collaboration with the government agencies DPA, DPAPs, MICTUR and SEMOC, and as an interface between smallholders and CANAM, a private sector, cotton-focused out-grower enterprise. Spin-off benefits from PASANA include the potential replicability of its work with producers associations and fora (organisations representing 8 - 10 associations) and the testing of differing low-cost extension systems. The PASANA baseline survey will:-initiate a process of indicator identification, enabling the evaluation of the impact of PASANA's activities on food security in the three districts of Nampula Province in which the project is focussed,-provide a basis on which the extent to which PASANA assists smallholders to achieve greater food security through strengthening farmer associations and fora and improving access to services over a 3-year period can be measured,-provide qualitative information that will assist in determining social and spatial distribution trends of broader livelihood and human well being indicators over the life of the project and beyond. Patterns of practice and access according to sex are paramount within this, reflecting the desire of PASANA to understand and strengthen the role of women in associations, particularly vis-à-vis crop marketings.The baseline survey aims to address broader livelihoods issues than just those that relate directly to the objectives of PASANA. The analysis will involve a assessment of household's quality of life, through an assessment of proxy indicators, divided by the gender of the household head. Central to this assessment is the aim to continually assess the link between the specific PASANA objectives and the broader livelihoods of the participant households, ensuring that the nature of the support is effectively targetted.The consultancy objective is to provide technical assistance and build capacity through training in baseline survey methodology and implementation. This involvs four distinct phases:- to engage with Agema & PASANA staff, become familiar with PASANA aims and objectives,- to provide training to staff in questionnaire design, data management, data cleaning and data analysis,- to guide, through implementation and on-going training, the analysis of the key programme indicators,- to guide the formulation of the PASANA baseline report.
