Agriculture in Kenya - Identif
Completed To understand the factors that shape the policy environment, as well as the drivers and potential drivers of institutional change in the agricultural sector in Kenya. The key findings of the study were: *the importance of developing voice; *the need for widespread stakeholder consultation in developing policies; *the importance of linking the policy and budgetary processes; *the minimisation of government regulatory activities; *donor co-ordination around shared themes. To contribute to developing a more informed approach in supporting reform within the sector. The analysis will highlight ways in which the ,voices,, particularly of the poor, could and are brought out to work collectively in influencing institutional change.This work will also feed into current discussions about support to the implementation of the Strategy for Revitalisation of Agriculture, and in particular the role of an Agriculture Policy Support Facility. The project addressed the following issues:*Contextual factors - long term processes of change in rural livelihoods.*The policy making process.*Mapped roles and relationships.*Developed a more in-depth understanding of the political economy and drivers of change in a couple of key sub-sectors/commodities - the Kenya seed sub-sector and smallholder dairy sub-sector.*Identified and supported the potential demand for policy change in order to support constituencies for change.
