Urban Agriculture on the Policy Agenda
Completed At a time of increasing urbanisation, dwindling agricultural resources, increased food insecurity and an accelerating deterioration in the quality of life for those living in the urban environment, it is now urgent to inform policy makers, city planners, agricultural and urban development institutions, farmers' associations, NGOs and community-based organisations of the potential, costs, benefits and pitfalls involved in urban agricultural development. To facilitate the development of urban agriculture (UA) there are the requirements to: systematise the relevant dispersed information, improve stakeholder access to documentation on the present state of UA, develop strategies which will facilitate the integration of urban agriculture into local and national policy, identify and create favourable framework conditions to enhance the potential of urban agriculture on a global level. The ,Growing cities, growing food, workshop will provide a forum for communication and experience exchange among different stakeholders involved in urban agriculture so as to assess policy options and instruments of urban agriculture within regional and urban development programmes. The overall goal of the workshop is to identify adequate policy responses for urban agriculture from the perspective of sustainable urban livelihoods.In order to achieve this the workshop will:Analyse the actual and potential roles and functions of urban agricultureIdentify the political, institutional, economic and environmental conditions for urban agricultureIdentify and assess policy options for facilitating urban agricultureIdentify opportunities for the implementation of the discussed policy options in the different regions Synthesis of workshop recommendations and conclusionsExecutive summary and publication for journalsWorkshop proceedings 70 policy makers, town planners, urban development agents, researchers, and international support organisations from 21 countries world-wide met in Havana, Cuba, from 11 to 15 October 1999 to participate in the workshop.PAPERS Guendel, S. The first volume contains thematic articles and main workshop conclusions, whereas the second volume contains city case studies presented during the workshop.
