Analysis and synthesis of common pool resources (CPR) issues within the NRSP/Forest/Agriculture Interface (FAI)
Completed Since the completion of the 1996 review, a number of projects have been funded within the NRSP/FAI programme, and also within NRSP/SAPS, that either directly or indirectly are or were based on the understandings developed in the review. Other DFID-funded work has also been completed (ie: through ESCOR) and some of this has been published through the ODI. These studies have a bearing on the earlier review, and should highlight relevant future work. Since the 1996 review, DFID has shifted its key focus from conservation and preservation of 'biodiversity' and 'forest integrity' towards support for livelihood-building on the part of the poor. While some of the CPR work has reflected this concern with poverty (eg: R6778 - community forestry in Nepal), the main concern was with maintaining 'forest integrity'. An attempt has been made to change this in one ongoing FAI project (R7514 - participatory forest livelihood monitoring). However, this new focus needs to be fully incorporated into the understanding of the management of common pool resources in specific FAI target countries. Under the new NRSP management some change has occurred at the activity level of the FAI programmes. In addition, the description of the agro-ecozone emphasises the differences between the FAI focus areas in the respective target countries: the forest (primary) agriculture interface in Eastern Amazonia which is constantly moving, the relatively stabilised forest (secondary) agriculture interface in Ghana, and the management of (reclaimed) forest areas by planned groups (Forest User Groups (FUG)), in Nepal. These changes should be clearly reflected in NRSP's strategy statements on common pool resources (ie: text that accompanies a research call) and would be used to guide future work.
