HUMAN RESOURCES OFFICER (Policy)
The Human Resources Management Division (CSH) at FAO
has the role of developing and facilitating the implementation of
human resources policies and programmes and advising management
on strategies to ensure that the Organization is served by
competent and motivated staff. Under the overall supervision of
the Chief, HR Strategy, Policy and Planning Branch, the incumbent
is responsible for the development of new human resources
policies and review of the Administrative Manual relating to
Staff Regulations and Rules as well as to HR provisions. In
particular, to lead the development and implementation of human
resources policies: • provide guidance on a
wide range of complex policy matters including on the
interpretation and application of FAO's Staff Regulations and
Rules, the Personnel Chapter of the FAO Administrative Manual as
well as policies and procedures; • ensure the
establishment of corporate benchmarks upon implementation of new
policies, and conduct programme and policy evaluation
postimplementation to measure effectiveness; •
conduct extensive research and analysis of human resources
policies for revisions and new policy proposals;
• draft and circulate policy papers and
proposals for modifications to the Staff Rules, and the
Administrative Manual as well as current policies and procedures
as necessary, and prepare the final version for approval;
• prepare briefs and reports on human resources
matters as required, including submissions to the
Organization’s governing bodies;
• provide responses to inquiries from other
international organizations regarding FAO’s
rules and practices and liaise with them when formulating new
policies; • review and analyse documentation
for inter-agency meetings, and prepare the
Organization’s position on items under
consideration; • serve on various committees,
ad hoc working groups, and task forces as required;
• keep abreast of developments in various areas
of human resources management; • perform other
related duties as required.
