Human Resources Officer (Capacity Building and Partnership)
The Human Resources Management Division (CSH) at FAO has the role of developing and facilitating the implementation of human resources
policies and programmes and advising management on strategies to ensure that the Organization is served by competent and motivated staff. The
Recruitment and Staffing Branch, (CSHR) is one of six branches within CSH and provides advice and service to managers on recruitment and
staffing as well as oversight for outreach and partnership programmes.
Under the general supervision of the Chief, CSHR, the incumbent will coordinate the implementation of capacity building and partnership
programmes (Associate Professional Officers, Interns, Volunteers, Experts, etc) and/or rotation/mobility and other staffing programmes and will
provide supervisory and technical guidance to a small team in all phases of his/her work. Specifically, the incumbent will:
• Provide oversight and advice on all aspects of capacity building and partnership and/or rotation/mobility programmes, review and identify
staffing needs in relation to such programmes
• Identify, develop and maintain partnerships with all stakeholders (Member States, FAO departments/offices, UN system organizations,
external entities, etc.) on staffing needs and sourcing of qualified candidates, as applicable
• Plan, organize, manage and conduct joint recruitment missions
• Interview and assess candidates identified through above activities
• Advance the selection of qualified candidates in accordance with the mandates on gender and geographic balance
• Provide guidance to programme managers of departments and offices on outreach and strategic staffing issues
• Monitor the programmes and prepare relevant analytical reports
• Recommend and/or formulate proposals to revise existing or introduce new policies
• Solve complex or unprecedented cases requiring interpretation of applicable human resources policies and practices
• Keep abreast of best practices and related technological tools in the private and public sectors and participate in the definition of revised or
new business requirements for existing ERPs
• Perform other related duties as required.
